[Pixelmon] Automated Rank-ups

Hey guys, I added automated rankups. I'm not too sure if I like this plugin yet, so this is just a test to see if I like it

Default => Pikachu is 24hours uptime
Pikachu => Charizard is 72hrs

There are no Gymleader ranks yet, I intend to test a plugin later down the road.

I haven't gotten that far yet, they will be when I get around to premium ranks.
