[Survival] Vote Emp Rewards increased

I've increased the emp you get from voting!

Previous configuration (per vote empbucks):
Tier 1: 2000
Tier 2: 3000
Tier 3: 4000
Tier 4: 5000
Tier 5: 7000


New configuration:
Tier 1: 2500
Tier 2: 3500
Tier 3: 4500
Tier 4: 6000
Tier 5: 8500


The idea is to promote voting, but as you can tell, the biggest increase is for the 4th and 5th tier. That is to encourage tiered voting (eg: people that vote every day)

NOTE: How to get to higher tiers: Everyone starts at Tier 0. If you vote on all voting sites for a day, the second day you will be Tier 1. Repeat the next day Tier 2. Repeat then next day Tier 3... and so on.
Now there is a catch. The server time is in UTC and at 0:00 UTC the window of gaining a tier is lost. Meaning you have to time your voting just right so as to go up in tiers correctly.
