Forum upgrade

The forums were upgraded to the latest public version.
This means some (or most) of the modifications we had installed may not work and there may likely be other bugs (for example notifications are a bit wonky at the moment).

We are aware and working to fix these issues, obviously concentrating on the most serious first (the fact that notifications are wonky is not more important than the fact that people can't log in or register -which should be fixed now-)

We are now using SMF 2.1 RC1 on PHP 7.x (exact version not shown for security reasons)
