[Survival] Important Changes to our server

[Towelie]

VoteParty:
- Reduced the votes required from 150 to 125
- Added a vote token as a guaranteed prize for every player at every vote party.
- Made it so a player can get 4 rewards + vote token at vote party (used to be 3)
- Increased the number of XP bottles in VoteParty rewards

 
Towny:
- In a last attempt to promote Towny Usage (seing as it's a flop atm, we have only 7 towns), I have decided to lower the prices. If this doesn't work either and we don't see an increase in number of towns and town members, it will be the time to discuss the removal of Towny and the Towny world (but let's hope we don't have to get to that
- New prices: Rent is 100 emp * plots (used to be 250 * plots)
- Nation rent is 200 emp * plots (used to be 1000 * plots)
- Price to start a new town is 100k
- Price to start a new nation is 200k
- Price to claim a town block is 7.5k (was 10k)

Server Popularity:
- We are currently looking for youtubers to promote our servers. Active efforts are happening.

What if you expanded the search for Youtubers to popular Twitch streamers as well?  Ones that get a few hundred watchers generally on their live streams?

I think that b-team should get promoted in the first place. The top 3 most pupular server are at the moment: Pixelmon-Survival-Bteam. And knowing that people like to watch people using mods and stuff, that might be a great oportunity.
