[Pixelmon] New building world

I've added a new building world to pixelmon, we currently have 3 worlds.

• World1: Building world accessible by using command /w1 Border: 5000
• World2: Gaming world accessible by using command  /w2 Border: 500
• World3: Building world accessible by using command  /w3 Border: 2500

The world has a very basic spawn town right now, It's currently being built by Dday694 so big thanks to him. If you find any Pokecenters please report them to mod+ to have them protected, we would like it if all pokecenters were left intact so players may use them. Villages/temples etc do not need to be reported -- it'd be a waste of map space to protect them feel free to tear them down for resources

If you're an older player I'd appreciate if you didnt build much in the new world, you're welcome to mine and such there but I would like it if it was saved for the newer players to settle down. Next on my agenda is to replace the Training Arena but my original idea I had for this did not work out like I would have liked it to.
