[Survival] Fixed SteveCo crates as vote rewards and more

There was an issue that caused it to only get crates #15 and #16 from voting. This was now fixed and it was a config error on my end.
In addition to that, I have boosted the vote tokens, you now get 50% more vote tokens in tiers 3, 4 and 5

Theres a tier 5? Also, when you reach the highest tier, does it reset back to tier 0 the next day that you vote? Because I was voting for like 5 days and then on the 6th day I got sent back to tier 0.
