So I took it to an independent computer repair guy, after a computer repair company said it was fine. He deduced it was a bad video card and video port, so he replaced both for 60 USD. It's working great now, and I've been in contact with him to get it up to relative par for new software and such.
In short, it's just old. But now I am in contact with someone who knows what they are doing for repairs.
