[Pixelmon] Minor changes

• Increased pokemon spawnrate
• Fixed Carpenter blocks (You can now use covers)

Thanks to some cleanup/server maintenance we should be able to comfortably increase the spawnrate of the pokemon a bit. If you notice the server lagging any, please let us know!
