With an arthana the drop rate is nearly 100%, so it's not that rare. Getting the bats to spawn is another story.

Denied, Draconic Evolution made that a 1/1000 chance for a reason. sorry.

There is a way to raise that chance... You could always get the reaper enchantment which, at the highest survival obtainable level, can raise the chance of a mob soul to a 1/50 chance for each mob killed. I am not entirely sure if looting affects soul drops, but if it does, that could make it more like a 1/20 chance. If you have those odds, you might as well start making your mob arena that uses souls to spawn mobs...
