[Pixelmon] Halloween weekend!

In spirits of Halloween I've added a 35% sale to the Pixelmon Premium shop.

I've also done the following:

Added a free rare candy package: Click
This will give you 1-6 rare candies (random amount) claimable one per player!

Increased legendary spawn rate by double!

The sale & event items will end on November 1st, so act fast!

In other news, I enabled pixelmon spawning in /w2 (World2) as a short test, if this doesnt affect lag too bad I'll leave it enabled there.
